NAVSUP BSC NDP IDM REQUIREMENT

This Request for Information (RFI) is for planning purposes to identify qualified and experienced sources for an anticipated firm-fixed price services contract under NAICS code 541519, Other Computer Related Services, size standard $34.0 M. The NAVSUP Business Systems Center (BSC) NDP division is in the process of moving to a government global federated Naval Identity Services (NIS) system that provides PKI Authentication, Identity, Credential Provisioning and Access Management (ICAM). However, some of the custom NDP system interfaces cannot be integrated into the NIS ICAM solution, particularly the Yellowbrick (YB) system. The NAVSUP BSC Identity Management Team is currently researching an additional hybrid ICAM solution that can integrate and provision to the custom NDP target systems.

Description of Services are included in the attached Identify Managements (IDM) document.

The IDM describes only the current contemplated possible scope of services and may vary from the scope that is included in a final IDM in any Request for Proposals (RFP) if issued.

Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only.  This is not a solicitation announcement for quote: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. 

Reponses to this RFI request shall include the following information in this format:

1. Company name, address, point of contact name, phone number, fax number and email address.
2. Contractor and Government Entity (CAGE) Code.
3. Capability statement displaying the contractor’s ability to meet the basic contractor qualifications as describeed in the attached requirements document, addressing each of the "considerations. 
4. Provide three (3) Past Performance contract references with points-of-contact that are similar in scope, size, and complexity within the last five (5) years.
5. Include any other supporting documentation the respondent believes to be relevant.

Documentation supporting capability to meet the requirements as stated in the IDM requirements must be presented in sufficient detail for the Government to determine that your company possesses the necessary qualifications, expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages, single-spaced, in no less than 12 font size. Cover pages, if included, do not count against the page limitation.

Again, this is not a request for a quote.  Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any, is issued.
