    NEAL’S CREEK DEBRIS REMOVAL IRSC -PISGAH NATIONAL FOREST, APPALACHIAN RANGER DISTRICT

    Description of Work –  The objective of this project is to restore the Neal’s Creek Helipad area by removing woody debris from a temporary storage site from Hurricane Helene. The woody debris was removed from roads post Hurricane Helene flooding to give access to residents.  The woody debris has been dumped in a road bed and at the edge of the Neal’s Creek Helipad.  Secondary, is to seek an opportunity to sell material for a developing biochar market (e.g., as a soil amendment in areas devastated by Helene). The project area is 10 acres with woody debris piles on approximately 3 acres with an estimated 7,408 Tons.  The South Toe River Road (Forest Service Road 472) is closed pursuant to 36 CFR 261.50 (a) and (b) following Hurricane Helene.  This woody biomass debris has been contaminated with flood water and can not be ground for mulch, disposed of at a private or public wood disposal yard or a designated final designation for debris site(s).  The Forest Service also needs to be part in solving the no market for pulpwood products in WNC in partnership with Haywood County Soil & Water District.   

    Project Location – Neal’s Creek Helipad in Yancey County, on the South Toe River Road, Forest Service Road 472.

    A site visit is scheduled for September 3, 2025 to view the project area and discuss the objectives of this contract. The meeting will take place at 10:00 am local time at Neal’s Creek Heli-pad in Yancey County, on the South Toe River Road, Forest Service Road 472.
