    Description

    The First Responder Network Authority (FirstNet Authority) Chief Procurement Office (OCPO) intends to negotiate with Ookla, LLC on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for providing a real-time network monitoring tool. The FirstNet Authority anticipates negotiating and awarding a firm-fixed-price purchase order to Ookla, LLC as the only source identified through market research able to meet all below listed requirements.

    The technical requirements for the solution include:

    • Enterprise solution for 14 users with near real-time (less than 15 minutes) updates on service status, outages, and disruptions, specifically for outages and operational degradation of US -based utility companies, wireless carriers, and backhaul providers. 
    • Crowd-sourced event detection based on user-reported network status, aggregated and validated by the contractor 
    • High-volume reporting: ability to process and analyze over 200,000 user reports annually across the United States 
    • Event detail: whenever possible, provide information including event location (city level), type of event, services affected and duration 
    • Event lifecycle alerts: notifications when an outage or disruption begins and when it resolves. 
    • Customizable dashboards for different user roles and areas of interest 
    • Notifications delivered via RSSS feed, email, and/or text messages 
    • Outage visualization maps with heat-map style displays at national, regional and local levels 
    • Comparative benchmarking tools to visualize and analyze FirstNet network events relative to other carriers/service providers 
    • Export capabilities for dashboards, maps and data (Excel, PowerPoint, CSV). 
    • API availability for integration with FirstNet internal dashboards and other third-party tools 
    • Noise reduction: filtering to minimize false positives and irrelevant events 
    • Agency-specific web portal hosted by the Contractor to provide dedicated FirstNet interface. 
    • Correlation of network impairments with casual factors as power outages, fiber disruptions and carrier performance issues. 
    • Analytic tools and AI capabilities for data analysis, including customizable automated data exporting capabilities 

    The contractor shall be able to demonstrate:

    • A record of crowdsourced outage detection in the U.S. covering wireless carries, utilities, and backhaul providers;
    • The ability to collect and analyze large volumes of user reports at a national scale; and
    • An established infrastructure to ensure service availability and access for FirstNet users.

    All responsible sources who can demonstrate they could satisfy all requirements listed above by the anticipated award date must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Please limit responses to five (5) pages or less. Responses should include the following information:

    1. Name of company that will provide the solution, and business size.

    2. Name of the solution.

    3. Demonstration of how the solution meets each requirement above.

    4. Any other relevant information that is not listed above which the Government should consider.

    This notice is not a solicitation. Responses to this notice will be considered by the agency to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to compete this proposed purchase order is entirely at the discretion of the Government. The Government will not pay for any information received in response to this announcement.

    It is estimated that an award will be issued on or before 10/31/2025. All responses to this notice must be submitted so that they are received at Claire.Rotruck@firstnet.gov no later than 4:30pm Eastern on 10/13/2025.
