PURPOSE
This Sources Sought Notice is issued for market research purposes only in accordance with the Buy Indian Act, 25 U.S.C. § 47. The Indian Health Service (IHS), California Area Office (CAO), is seeking to determine the availability and capability of qualified Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEE) to fulfill the requirement described below.
Responses from non-Indian firms will also be accepted and considered for informational/market research purposes. However, preference will be given to ISBEE/IEE firms in accordance with the Buy Indian Act.

AGENCY MISSION
The Indian Health Service (IHS), an agency within the Department of Health and Human Services (HHS), is responsible for providing federal health services to American Indians and Alaska Natives from federally recognized tribes. The CAO’s mission is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level.
REQUIREMENT
Contractor shall provide installation, configuration, and integration of the NVR and Licenses into existing Exaq Vision VMS system.
Scope of Requirement:
One (1) Exacq Vision VMS – Archiver EXQIP08144TR2XW IP 2U Rackmount X-series, 144TB, Windows or compatible newer model if the listed part is phased out.
Ten (10) single-camera licenses for Exacq Vision VMS – Archiver EXQIP08144TR2XW NVR.
Must be fully compatible with the existing Exacq Vision VMS – Archiver system.
Warranty:
Minimum of one (1) year on all parts and labor.
Desired: Extend warranty to align with the expiration of the existing Exacq Vision warranty.
Delivery Location: Sacred Oaks Healing Center, Davis, California
Period of Performance: 90 calendar days from award date.
BUY INDIAN ACT REQUIREMENTS
Firms self-certifying as ISBEE/IEE must provide the following:
Evidence of at least 51% Indian ownership.
Evidence of day-to-day management and control by Indian owners.
Evidence that the ISBEE/IEE firm will perform at least 51% of the work.
A copy of the owner’s Tribal Enrollment Card or Certificate of Indian Blood to verify eligibility.

This size standard is the largest that a concern can be and still qualify as a small business entity for Federal Government programs. 5. Capabilities – Ability to provide the required NVR and licenses, including compatibility assurances.
6. Experience – Up to two (2) recent (within 3 years) examples of similar deliveries/installations of IT security systems.
7. Warranty Support – Ability to provide and manage warranty coverage as described.
8. Delivery – Confirmation of ability to meet the 90-day performance period.
