NEW ENGLAND STATES & NEW YORK ONLINE LOCATOR SERVICES

The Internal Revenue Service (IRS), Small Business/Self Employed Branch intends to award a sole source acquisition under the authority of FAR 13.106-1(b) to The Warren Group, Inc., for online access to data for locator services for the New England states and for the state of New York. The anticipated start date is 1 October 2025.

A 12-month base period of performance with four (4) 12-month option periods is contemplated for this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 561450, Credit Bureaus with a business size of  $41 Million and the Product Service Code (PSC) is R612 - Support – Administrative: Information Retrieval.

The IRS field employees utilize various locator tools and services by accessing online databases in the performance of their job duties.  The contractor shall provide on-line access to Uniform Commercial Code documents filed and recorded with the New Hampshire Secretary of State, on-line access to New Hampshire Registry of Deeds data for counties which are not otherwise available through the Teledex option, public legal notices (foreclosures) filed in New Hampshire, and monthly paper reports for real estate sales data in Vermont.  Lastly, the contractor shall provide Real Property research access for the State of New York and a convenient link for any recording office that offers public access. The real estate record search provides public records filed in various counties for all six (6) New England states (Maine, New Hampshire, Vermont, Rhode Island, Connecticut, Massachusetts) and New York. The Warren Group, Inc. is the only known source providing the requested searches for all the aforementioned states.

No solicitation package will be issued. This notice of intent to award a sole source is not a request for competitive proposals; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting the Contracting Officer via email at tonitta.l.jones@irs.gov, no later than 12:00PM (eastern) 26 August 2025. Only emailed responses will be considered.

Responses shall include, at a minimum, the following information:

1. The name of your company
2. Company EIN and CAGE Code
3. Point of Contact, and secondary contact information
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and,
5. A description of that product(s) and it overall capabilities.

A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any cost associated with preparation and submission of data or any cost incurred in response to this announcement.  No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement.
