1. The purpose of the attached SOO is to define the objectives, performance outcomes, and constraints for the construction effort while allowing Offerors the flexibility to propose effective and innovative design and construction solutions. The Contractor shall develop the detailed technical approach and supporting documentation necessary to meet the objectives of the SOO. Please refer to attached SOO and all attachments for details. 2.
