    NIST 2026 Membership in International Committee for
    Information Technology Standards

    Introduction
    This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

    Purpose
    The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Information Technology Industry Council, Inc. located at 700 K Street NW, Washington, DC 20001. The purchase order will be for annual membership in the 2026 International Committee for Information Technology Standards (INCITS) Executive Board and in the 2026 US-Hosted JTC 1 Plenary Voluntary Assessment. The period of performance will be date of award through November 30, 2026 in accordance with the INCITS annual membership period.

    Authority
    This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 813920 – Professional Organizations with a small business size standard of $23.5 million.

    Description
    The Contractor shall provide the following to NIST:

    • Membership/Participation in the 2026 International Committee for Information Technology Standards (INCITS) Executive Board
    • Membership/Participation in the 2026 US-Hosted JTC 1 Plenary Voluntary Assessment

    The period of performance for the required membership/participation shall be date of award through November 30, 2026.

    Sole Source Determination
    The sole source determination is based on the following:
     

    Standards are critical to success for a product in the information technology (IT) marketplace. NIST membership with INCITS will provide the NIST Information Technology Laboratory the ability to promote the effective use of Information and Communication Technology (ICT) through standardization in a way that balances the interests of all stakeholders and increases the global competitiveness of the member organizations. INCITS has more than 50 technical committees and study groups that are constantly developing standards for new technologies and updating standards for older products that are evolving through innovation. New products and new approaches come online every day in the ICT marketplace.  INCITS is the development forum for market-relevant standards that drive the technological industry. INCITS members work with developers and users before a product goes to market and it is broadly accepted and highly interoperable.

    INCITS is the only forum that can fully achieve NIST stakeholder engagement requirements in this area and INCITS membership must be purchased directly through the Information Technology Industry Council, Inc. INCITS is an approved organization in accordance with the NIST Standards Committee Participation Database (SCPD).

    Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than November 24, 2025 at 11:00 AM Eastern Time.


    Each response should include the following Business Information:

    1. Contractor Name, Address,
    2. Point of Contact Name, Phone Number, and Email address
    3. Contractor DUNS
    4. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
