    PURPOSE OF THIS ANNOUNCEMENT: This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the complete price proposal schedule, the construction plans and specifications, instructions to offerors, and the evaluation factors/basis for award .OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. PLANNED SOLICITATION: The final Solicitation for this project will be announced anytime between 15 and 30 days after the posting of this pre-solicitation. The contract type will be firm-fixed-price. DESCRIPTION OF WORK: The Stormwater Ocean Outfall project is to upgrade the stormwater collection and conveyance system in a coastal urban area of North Myrtle Beach, South Carolina. This project is one part of a larger effort of similar projects by the city to upgrade stormwater infrastructure along the coast and direct runoff to outfall offshore in locations underwater and away from the beach. This will allow the city to remove hazardous and unappealing concrete pipes that are exposed on the beach. This project will begin at a stormwater quality treatment structure near the intersection of 17th Avenue South and South Ocean Boulevard. The stormwater ocean outfall will consist of a large diameter prestressed concrete cylinder pipe, with the size determined during design, laid beneath the existing benthic seabed underwater. It will extend approximately 1,200 feet from the stormwater quality structure and be supported by bedding stone, anchored by large armor stone, and topped with sand. There will also be an outlet with a nozzle armored by rock. Construction is expected to involve the use of marine piling and a temporary pier. In addition, the work will need to adhere to environmental regulations, such as restrictions on the beach during sea turtle nesting season (May 1 to October 31), as only limited work will be allowed on the beach. Although very minimal to no impacts to right whales are expected due to the proximity to shore, this restriction may impact the construction schedule. All necessary permitting shall be approved and obtained by the contractor prior to construction. The outfall will convey stormwater runoff from the landward urban areas out to the Atlantic Ocean in order to improve water quality and control flooding. This stormwater ocean outfall will be designed and constructed by the same contractor on one design-build contract. It will be coordinated in tandem with a separately contracted project to upgrade the landward portion of the stormwater system that will consolidate and reroute drainage inlets and pipes along the street and other open areas. The stormwater quality structure is not included in this project; it is part of landward contract and will be the beginning point of this project. This project is located in Horry County, South Carolina. MAGNITUDE OF WORK: $25,000,000 TO $50,000,000 The contractor must be registered in WWW.SAM.GOV prior to award of the solicitation.
