Through delivery by highly skilled consultants who work closely with the organization, these resources will effectively minimize risk in deployment and configuration management of the investement of Microsoft software in DHS S&T environments.
Microsoft shall provide qualified personnel to complement the department’s provisioning of Microsoft software. This effort includes providing access to Microsoft Consultants in support of DHS/S&Ts efforts to plan, implement, and deploy Microsoft software, solutions, and technologies.
Microsoft does not authorize external consultants for Microsoft ISD. Accordingly, in accordance with FAR 13.106-1(b), the government intends to award to a single source on the basis of 'only one source reaonsably available.'
