    THIS PRESOLICITATION NOTICE IS HEREBY ISSUED IN ACCORDANCE WITH FAR SUBPART 5.2.

    The purpose of this notice is to announce the Space Rapid Capabilities Office's (SpRCO) intent to issue a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

    SpRCO has determined that a sole source acquisition is appropriate for fulling this requirement. This requirement is considered commercial and any resultant contract will be awarded in accordance with FAR Part 15 to:

    SpRCO intends to award a 3-month base with 3, 1-month option periods bridge contract to provide Advisory and Assistance Services (A&AS) Support Services to support SpRCO.

    Award is subject to approval of the Sole Source justification. The bridge is necessary to maintain uninterrupted mission-critical support services while a protest to a FAR 15.3 8(a) competitive award is resolved, the acquisition is finalized and a transititon period is provided. The incumbent contractor has an established workforce with the required TS/SCI clearances, briefed to the SpRCO portfolio and domain expertise. Their familiarity with the operational environment and existing infrastructure enables them to provide seamless support. No other vendor can mobilize a similarly qualified team within the required timeframe. Failure to execute a 6-month (inclusion of options) bridge contract to the current contractor will result in a significant disruption to critical services that directly support mission-essential national security priorities. The incumbent workforce, comprising of approximately 100 FTEs with active TS/SCI security clearances, provides specialized support that cannot be readily replaced without incurring substantial delay and operational risk.
