NOTICE OF INTENT - ATC VOICE COMMUNICATIONS SYSTEM

The 502d Contracting Squadron intends to issue a sole-source firm-fixed price contract to Frequentis Defense Inc. for the procurement of a functional Voice Communication System (VCS) 3020X. The contractor shall deliver, install, and operationally test the fully functional VCS for the new Air Traffic Control Tower being constructed on JBSA Kelly Field, Lackland AFB, TX. The system must be FAA-approved for air traffic control operations in the National Airspace System (NAS), ED-137C compliant, and capable of RoIP operation. Additionally, the contractor shall provide the VCS system and be operational in time to support the commencement of ATC operations upon completion of the tower’s construction (estimated June 2026).

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The 502d Contracting Squadron will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.Interested persons may identify their interest and capability with a response to the requirement. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Information received by 5 August 2025 before 12:00PM CDT will be considered solely for the purpose of determining whether to conduct a competitive procurement.
