The contractor shall provide domestic and international shipping of publications to various USACE sites. Shipment method must provide continuous accountability; standard ground shipping is the preferred shipping method with the flexibility for overnight shipping as required; FEDEX is the only shipper who delivers to all needed USACE/Army locations.
In accordance with 0MB Memorandum M-17-29, we are required to "leverage the Best in Class mandatory solution package delivery services" also known as the next generation Delivery Service 2 IDIQ Contract (HTC711-23-D-C023).
HECSA Contracting now intends to issue Task Order W912HQ25FA015 to add $75,000 in funding in order to allow the Publication Depot to complete shipping of publications to various USACE sites.
This Notice of Intent is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or used of such information.
Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement NLT 6 September 2025 6 PM EST.
