    Contract Information: The U.S. Army Corps of Engineers, Northwest Division, Seattle District intends to seek approval in accordance with 10 U.S.C. 2304(c)(1) & RFO FAR 6.301-1 (b), “One responsible source” for Justification and Approval (J&A) to increase the capacity on the subject contracts associated with this solicitation number (W912DW17R0003):

    The Seattle District requires Preplaced Remedial Action Contract (PRAC) for hazardous, toxic and radioactive waste (HTRW) remediation projects for both civilian and military agencies of the Federal Government. Services are to be provided under a multiple-award task order contract (MATOC).

    The North American Industry Classification System (NAICS) code for this action was 562910, Remediation Services. The government awarded seven (7) contracts which were all set aside for 8(a) small businesses.

    The total capacity of the initial MATOC was $75,000,000, for a total duration of five and half years if all options were exercised. The Seattle District is seeking to increase capacity on this MATOC by $10,000,000, which will make the overall capacity total of $85,000,000.

    This increase in shared capacity is necessary to address requirements which were not anticipated at the time of the initial contract solicitation. The unexpected rise in mission requirements of existing task orders necessitated increased capacity to ensure coverage of these ongoing requirements. With additional capacity, the current PRAC MATOC can provide the necessary support with little or no delay or duplication of costs attendant to establishing a new suite of remediation contracts.

    Work under this contract will be subject to satisfactory negotiation of individual task orders modifications. The PRAC will support existing and future USACE customers of the five Districts (Seattle, Walla Walla, Portland, Kansas City, and Omaha) within the Northwestern Division of the Army Corps of Engineers (USACE), which has a geographic footprint covering the following states: Washington, Oregon, Idaho, Montana, North Dakota, South Dakota, Minnesota, Wisconsin, Wyoming, Nebraska, Iowa, Colorado, Kansas, and Missouri. In addition, this MATOC includes missions for EPA Region 2 in the states of New York and New Jersey.

    RESPONSES TO THIS SPECIAL NOTICE MUST BE RECEIVED NO LATER THAN CLOSE OF BUSINESS (COB) 11 June 2026. The Agency will not accept any responses received after this time and date.
