NOTICE OF INTENT - NAISC DISTRICT COOLING PLANT AT WPAFB, OH

NOTICE OF INTENT TO SOLE SOURCE

SPECIAL NOTICE: The U.S. Army Corps of engineers Louisville District (USACE) will be soliciting proposal for the NAISC District Cooling Plant at WPAFB, OH.

As part of the construction solicitation, the USACE intends to include the following sole source requirements:

1. Mech System Controls – This J&A is being prepared for the use of brand name requirement for a Siemens Niagara 4 EMCS or Johnson Controls ADX system
2. ESS Cameras – This J&A is for the use of a brand name items compliant with Axis Communications cameras as part of the overall building Electronic Security System (ESS).
3. ESS Card Reader – This J&A is for use of a brand name items compliant with a Lenel card reader to function as part of the overall building Electronic Security System (ESS).
4. ESS Power Panel Network – This J&A is for use of a brand name items compliant with a Cisco power supply, panel and network switch to function as part of the overall building Electronic Security System (ESS).
5. Fire Alarm – This J&A is for the use of a brand name items compliant with an existing Simplex 4100U fire alarm system for the Construct District Cooling Plant project.
6. Hydronic Pumps – This J&A is for the use of a brand name items, Bell and Gossett Hydronic Pumps in the Firm Fixed Price construction contract for the Construct District Cooling Plant project
7. Water Filtration – This J&A is for the use of a brand name item, Easy Water for their water filtration system in the Firm Fixed Price construction contract for the Construct District Cooling Plant project.
8. TRANE Chillers - Trane is required to provide the chillers and al miscellaneous equipment to provide chilled water to the new HVAC system.
9. Advanced Energy – This JA is for the use of a brand name items in accordance with WPAFB Installation Facilities Standards and the Air Force Meter Data Management Plan for the Schneider Advanced Energy Meters for the firm fixed price construction contract for the Construct District Cooling Plant (DCP) project.

*This is not a solicitation for competitive proposal: however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.

All responsible sources may submit capability which shall be considered by the agency. The submission must be received no later than 12:00 PM ET on 9 JUN 2025 to Mr. Ranzel Merideth at Ranzel.L.Merideth@usace.armt.mil
