The 502d Contracting Squadron intends to award a sole source purchase order to Charter Communications, LLC., (Spectrum), Cage Code: 4WWK4, 12405 Powerscourt Dr, Saint Louis, MO 63131. The 802d Force Support Squadron (FSS) has a new requirement for the contractor to Engineer, Furnish, Install, Test (EFI and T), and maintain both wireless and hardwired commercial internet service for their Official Postal Service Centers located at Joint Base San Antonio (JBSA), including JBSA-Lackland, JBSA-Randolph, and JBSA-Fort Sam Houston. The Period of Performance for this requirement is 15 September 2025 to 14 September 2030. The contractor shall provide commercial internet and Wi-Fi services to include drops of hard data lines to complete several tasks as a mail room efficiency solution at their Official Postal Service Centers. The commercial internet and Wi-Fi service will allow the Postal Center to implement the Automated Military Postal Systems (AMPS) and Automated Mobile Devices (AMD) scanners. AMD scanners will be able to track and print out all records, files and documents for record management. This is a new annual commercial internet service with a base year and four option renewal periods. The contractor shall supply all necessary cabling and equipment for installation, including conducting a heat map to determine optimal wireless access point placement for complete coverage. Existing access points are already in place within the buildings. The current telecommunication infrastructure within the Postal Service Centers are owned by Charter Communications, LLC., (Spectrum). The telecommunications infrastructure is the proprietary property of Spectrum and cannot be utilized by other vendors. Selecting Spectrum for this requirement offers the most cost-effective and efficient solution because they already own and maintain the telecommunications infrastructure at the JBSA postal centers. Establishing a new infrastructure with another provider would be prohibitively expensive and duplicative. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested parties, however, may identify their interests and capabilities for fulfilling this requirement by responding to this notice. The Government made a conscious effort to encourage competition. However, the quotes received from interested vendors were significantly higher (approximately 9 times) than the Independent Government Estimate (IGE), primarily due to the cost of establishing new infrastructure.
