NOTICE OF INTENT OF SOLE SOURCE AWARD

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT TO HEIDRICK & STRUGGLES INTERNATIONAL, INC.

Requirement Title: Private Sector Leadership Engagement Support Services

The Government submits this notice of intent to award a sole source firm fixed price Indefinite Delivery Indefinite Quantity contract for Private Sector Leadership Engagement recruitment services to Heidrick & Struggles International, Inc.  The period of performance for this effort will be from April 18, 2026 to October 17, 2029.  The primary North American Industry Classification System (NAICS) code is 561312 – Executive Search Services, with a Small Business Size standard of $34 million. The total estimated value is $60,000,000.

This sole source contracting action is pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of War and the obligations in Executive Order 14222, “Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative.”

The determination not to compete this proposed contract action is solely at the discretion of the Government.  The Government has conducted extensive market research and determined that no other vendor possesses the unique qualifications, proprietary methodologies, and proven expertise required to fulfill this critical mission.  Any information received in response to this notice will only be considered for the purposes of determining whether a competitive procurement in the future is in the best interests of the Government despite the results of the Government’s prior market research.  The Government will not be responsible for any costs incurred by responding to this notice.
