NOTICE OF INTENT - SOLE SOURCE AWARD FOR IT SUPPORT SERVICES

NOTICE OF INTENT TO SOLE SOURCE

The U.S. Marine Corps, Blount Island Command (BICmd), Contracting Office, Jacksonville, FL 32226, hereby gives notice of the intent to award a firm fixed price contract on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 

The requirement is to provide Information Technology Support Services for coordination and support on business transformation issues, assisting the Government with planning future requirements, programming, hardware and software upgrades, and administrative management. Market research has determined that 4010 Consulting LLC is the only source with the knowledge and expertise required to satisfy the requirement.

4010 Consulting LLC provides in-depth technical knowledge and expertise with vast experience in support of Information Technology Support Services, S6 Division, BICmd. Located in Jacksonville, Florida, the area of responsibility also covers Norway and other locations within the Marine Corps Prepositioning Program (MCPP). Services provided by 4010 Consulting LLC include the role of liaison with Headquarters Marine Corps (HQMC) Command, Control, Communications and Computers (C4), HQMC Installation & Logistics (I&L), HQMC Program & Resources (P&R), Marine Corps Systems Command (MARCORSYSCOM), Marine Corps Logistics Command (MARCOMLOGCOM), and Marine Corps Cyberspace Operations Group (MCCOG) on IT procurement and cybersecurity-related activities.

Additionally, 4010 Consulting LLC is experienced and offers expertise in the following areas: Marine Corps Prepositioning Information Center (MCPIC), Maritime Prepositioning Force (MPF), Global Combat Support System-Marine Corps (GCSS-MC), Information Technology Procurement and Approval System (ITPRAS), Department of Defense Information Technology Portfolio Repository – Department of the Navy (DITPR-DON), Item Unique Identifier (IUID), and the Enterprise Item Unique Identification Work Group (EIWG).

4010 Consulting LLC is the only sole source with the ability to provide in-depth IT-related technical knowledge and expertise in all areas listed in the above paragraphs.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within ten (10) calendar days after the date of the publication of this synopsis, may be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
