NOTICE OF INTENT-SOLE SOURCE AWARD TO ARBINGER INSTITUTE, LLC

The Service Contract Division, C410, Norfolk, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709-5000 intends to negotiate a Firm Fixed-Price contract and will utilize procedures under FAR Part 13 Simplified Acquisitions for ­­­­­­­­­­­­­­­­Commercial Services as required by the Norfolk Naval Shipyard located in Portsmouth, VA.

The NAICS code applicable to this procurement is 611430 (Professional and Management Development Training) The size standard is $15.0 million. This requirement is sole sourced to Arbinger Institute, LLC. This requirement will be prepared in accordance with the information in FAR Subpart 8.4, FAR Subpart 12.6 and FAR Part 13.

The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form at www.sam.gov.

Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States.
