    Description

    1. Synopsis:
    This synopsis is in accordance with FAR Part 5, Notice of Intent to award a sole source requirement. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.

    The Defense Health Agency (DHA) intends to award a sole source contract to the American Burn Association to provide American Burn Association-certified Advanced Burn Life Support provider and instructor training.


    2. Background;
    The Advanced Burn Life Support (ABLS) course, developed by the American Burn Association (ABA), trains military healthcare providers in the critical initial assessment and management of burn injuries. ABLS provides essential knowledge and skills for treating burn patients in the prehospital and early hospital phases. This training enhances combat casualty care capability for deployed and garrison medical operations. DMRTI facilitates ABLS to maintain trauma and burn readiness among Department of Defense medical personnel.


    3. Description:
    This is a non-personal services contract to provide ABA-certified ABLS provider and instructor training. The vendor shall provide approved course materials, certified instructors, logistical support, and certifications in accordance with ABA requirements.


    4. NAICS Code:
    The North American Industry Classification System Code (NAICS) for this requirement is 611699 with the size standard of $16.5M. The Federal Supply Code (FSC)/Product Service Code (PSC) procurement is U099. This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures (SAP), in conjunction with FAR Part 12, Acquisition of Commercial Products and Commercial Services procedures.


    5. Submission Instructions:
    Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
