NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT FOR STRATEGIC COMMUNICATION OPERATIONAL SUPPORT

The Defense Health Agency intends to award a Firm-Fixed-Priced contract under Commercial terms and conditions and on a noncompetitive basis under the authority of Federal Acquistion Regualtion (FAR) 16.302-1; only one responsible source and no other supplies or services will satisfy agency requirements.  Award is intended for:

Services provide program-level communications expertise to develop strategic communications plans that include analyzing the information environment; describing current and upcoming phases of communications initiatives; identifying and developing goals and measurable objectives; creating strategies, tactics, and communications measurements; and defining analytics and metrics to measure performance and communication effectiveness and outcomes.  Efforts include social media programs, senior leader communications, content management, strategic outreach, website management, and broadcast and video production supporting the Assistant Secretary of Defense for Health Affairs and the Director, Defense Health Agency.  

The award would continue services currently performed under contract HT001120D0005, order HT001125F0062, until the agency completes a competitive follow-on award.  The agency anticipates a 4-month period of performance divided into a 3-month base period and 1-month option period starting July 30th, 2025, and ending November 29th, 2025.  The award would include up to 6 months of extensions under FAR 52.217-8, Option to extend services, to cover delays to the competitive award.

This is not a request for proposals. Any interested party that believes it can meet the requirement described herein may identify their interest and capabilities in response to this notice. Responses must be submitted by email to the points of contact no later than 4:00PM EDT on July 28th, 2025. Telephone responses and requests will not be accepted. A determination by the Government not to compete the requirement based on responses to this notice is solely within the discretion of the Government.  The agency will not consider sources other than small business under NAICS code identified in this notice.

All responding vendors must be registered in System for Award Management (SAM).  SAM registration means a registered Unique Entity ID (UEI), Commercial and Government Entity (CAGE) code, and completed FAR and Defense FAR Supplement (DFARS) representations.
