NOTICE OF INTENT TO AWARD A SOLE SOURCE - FORT WAYNE KOMETS

The 181st Contracting Squadron at Hulman Field ANGB, IN hereby gives:

NOTICE OF INTENT TO AWARD A SOLE SOURCE - to Fort Wayne Komet Hockey Club to provide military recruitment advertising services during sporting events for the 2025-2026 Fort Wayne Komets Ice Hockey league season at  The requirement to perform these tasks must be located at the previously specified sports complex in order to meet the needs of the 181st Intelligence Wing goal of outreaching to their intended target audience.

The business will be providing:

VIDEO BOARD = Feature: “Fort Wayne Black Snakes Flyover” – every home game. Every night just prior to the National Anthem, a .30 second video board ad for the Fort Wayne Black Snakes/Indiana Air National Guard would play on the Coliseum video board, followed by animation or actual flyover footage. PA Announcement to follow asking fans to rise for the National Anthem

BOOTH SPACE = TEN (10) Lobby/200 Level Booth Spaces at Prime Home GamesThe Komets will provide an 8-foot table and booth space (skirted if desired) on ten (10) separate nights of advertisers choosing during the 2025-26 season.

RADIO = The Official Intermission Show of the Fort Wayne Komets. When play-by-play man Shane Albahrani signs back in from EVERY break during each intermission every night, it will be tagged with the advertiser. It could be something along the lines of, “Welcome back to the Indiana Air National Guard Intermission Show, I am your voice of the Komets, Shane Albahrani.” Or “Welcome to the Fort Wayne Black Snakes Intermission Show…” This would also include a radio spot as well in the game. This is ALL 72 Komet games, both road and home.

Please note that this is not request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. At this time 3rd party advertising services will not be considered.

Those capable of meeting the requirement IAW the SOR are requested to provide the following
information in their response:

1. Current capability that demonstrates your company's ability to meet the above requirement.

1. Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and UEI number.

Information is to be submitted to Keith Parker at keith.parker.4@us.af.mil. Deadline for submittals is 15 August, 2025 by 2:00 PM Eastern Daylight Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responsible, responsive Indy Fuel Recruting Advertising offers are received by the above date, a sole source contract will be issued to Fort Wayne Komet Hockey Club under the authority of FAR 6.302-1.
