NOTICE OF INTENT TO AWARD - RESTRICTED COMPETITION FCRHC IT FIRE ALARM PANEL

The Indian Health Service, Shiprock Service Unit, Four Corners Regional Health Center (FCRHC), located in Red Mesa, AZ 86514 intends to award a non-competitive, restricted competition contract to Climatec, LLC, 2851 W Kathleen Road, Phoenix, AZ. This procurement is to provide services of installation and upgrade to the Cheetah IT Fire Alarm system at FCRHC. The continued health services at FCRHC ensures safety within direct patient care and operation of the entire health center.

In accordance with principles of RFO 12.102(a) Restricting Competition Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). The Cheetah IT Fire Alarm system monitors the carbon dioxide fire system, and the alarm suppressions system for all computer monitors and data wires. Without this system, there is a hazard to all of FCRHC and, loss of crucial data. The Joint Commission has deemed this as a critical repair/upgrade.

The proposed contractor is the only organization uniquely qualified to provide the required services to ensure there is no further interruption in services which could impact direct patient care at FCRHC.

The anticipated delivery date is 90 days from the date of award. The applicable North American industry Classification System (NAICS) code assigned to this procurement is 238210 with a small business size standard of $19 million.

This notice of intent to award a restricted competition contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be reviewed solely for the purpose of determining market viability. A solicitation will not be issued.
