NOTICE OF INTENT TO AWARD SOLE SOURCE - FCDAS COMSEC MONITORING

The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Communications Security (COMSEC) Monitoring at its Fairbanks, Alaska facility.

The Fairbanks Command and Data Acquisition Station (FCDAS) is located at 1300 Eisele Road, Fairbanks, AK 99712. FCDAS requires Intrusion Detection System (IDS) monitoring in accordance with requirements specified in Underwriters Laboratories UL2050 (“National Industrial Security Systems for the Protection of Classified Materials”) and "The National Industrial Security Program Operating Manual (NISPOM) (DOD 5220.22-M)," published by the U. S. Department of Defense alarm system vendor.

NOAA intends to award to Siemens Industry, Inc (Siemens) on a sole source basis as Siemens is the only service provider meeting the 4-hour response time and location criteria. Furthermore, Siemens installed the system in 2011 and have conducted subsequent updates. They have unique, proprietary documentation for maintenance and monitoring of the IDS.

Interested organizations may submit their capabilities and qualifications to perform the eff ort, in writing, to the identified points of contact. Oral communications are not acceptable in response to this notice. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed eff ort, based upon responses to this notice, is solely within the discretion of the Government.
