NOTICE OF INTENT TO AWARD SOLE SOURCE TASK ORDER UNDER SPIRAL 4 IDIQ

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO FIRSTNET PARTNERSHIP FOR WIRELESS SERVICES

This acquisition is conducted under the authority of 10 U.S.C. 2304a through 2304d. This is a limited source action to be awarded as a new task order and/or modification of an existing order RESULTING IN AWARD OF TASK ORDER N00244-24-D-0005 –W91ZRU-26-F-A001 to ATT MOBILITY LLC : FIRSTNET PARTNERSHIP identified below.  The placement of a firm, fixed price order is anticipated.

The proposed acquisition is to continue wireless and cellular services with ATT Mobility LLC : FirstNet Partnership.  It is intended to maintain infrastructure and cell phone lines put into place, as acquired through a previous coorperative agreement with the State of Alaska.

The statutory authority permitting this exception to fair opportunity is FAR 16.505(b)(2)(i)(B): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."

AT&T is the only contractor on the Navy Spiral 4 MAC capable of providing this service, as they are the exclusive provider of the National Public Safety Broadband Network (FirstNet) under a 25-year contract with the Department of Commerce.

The NAICS code utilized for this procurement is 517112, Wireless Telecommunications Carriers (except Satellite) with a Small Business Size Standard of 1,500 Employees. The PSC code is DG10 IT and Telecom—Network as a Service. This requirement is a commercial items/services with a dollar value over the Simplified Acquisition Threshold for a period of performance of one Base Period and four Option Years with an anticipated start date of 3/1/2026.
