NOTICE OF INTENT TO AWARD SOLE SOURCE - TESTEK SOLUTIONS

Notice of Intent to Sole Source

NAVSUP Fleet Logistics San Diego (FLCSD) intents to award a Sole Source contract to Testek Solutions, LLC, 28320 Lakeview Drive, Wixom, MI 48393 (CAGE: 06659) in accordance with RFO 12.001 and RFO 6.103-1.

The requirement is to service Original Equipment Manufacturer (OEM) Hyrdaulic Test Stand equipment proprietary to Testek Solutions/Avtron Aerospace.  The service involves troubleshooting, diagnostics, identification of mechanical, electrical, or fluid power faults and determination of exact replacement parts that are needed to repair the out-of-commission AVTRON Hydraulic Test Stand, Part Number: H211. This machine is a critical maintenance asset utilized by Assault Craft Unit FIVE (ACU-5) to pop test relief valves that regulate oil pressure on Landing Craft Air Cushion (LCAC) engines..

The proposed contract action is Sole Source only.

This Notice of Intent is not a request for competitive quotes or proposals.

No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit capability information in response to this notice by 24 July 2026 via e-mail to james.j.obbanya.civ@us.navy.mil. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
