NOTICE OF INTENT TO AWARD SOLE SOURCE - TLETS UPGRADE

TLETS Upgrade:  82 SFS has a requirement for a comprehensive upgrade and maintenance of the Texas Law Enforcement Telecommunications Systems (TLETS) infrastructure.  This includes all necessary equipment and incidental work required for the assembly and installation of the workstations.  Additionally, it requires the removal of the existing equipment.  It is used in the Base Defense Operations Center, Visitor Control Center, and Investigations section to conduct instant criminal background checks, verify driver's licenses and vehicle registrations.       
 
Customer provided a sole source letter that gives a detailed explanation of the requirement. It also explains the relationship between 82 SFS and TSM Consulting as well as explaining that TSM Consulting has been the sole and primary contractor responsible for all servicing, support, and maintenance of the TLETS infrastructure at Sheppard AFB.  Due to the companies' 20 years of experience in providing and servicing these systems for Sheppard AFB, therefore procuring this upgrade from any other vendor would introduce potential risk, mission degradation, and costly delays. This will orally be solicited and awarded as a sole sourcerequirement.
