NOTICE OF INTENT TO AWARD SOLE-SOURCE – TO BIO RAD INC. FOR PATHOLOGY TESTING AT MONCRIEF ARMY HEALTH CLINIC (MAHC), FORT JACKSON

Notice of intent to Award Sole-Source – to Bio Rad for Pathology testing Cost Per Reportable Results (CPRR) and Cost Per Kit (CPK) at Moncrief Army Health Clinic (MAHC), Fort Jackson, SC

The Fort Cavazos Health Contracting Branch, Medical Readiness Contracting Office - West, MEDCOM, Fort Hood, Texas intends to award a Firm Fixed-Price, sole source contract to Bio Rad Laboratories Inc., an other than small business, under authority of Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. Market Research results indicate that there is only one (1) vendor who can fully satisfy this requirement. Bio-Rad Laboratories, Inc. (019S4) is the only vendor that can fully support the Healthcare Technology Management Department (HTMD) at the Moncrief Army Health Clinic (MAHC), Fort Jackson, South Carolina 29207 requirement for ABO/Rh, MMRV, Hgb A1C, and Syphilis Total tests and associated equipment, and also meet the Requiring Activity’s space requirements. Period of Performance will start on 1 October 2025. The applicable NAICS code for this requirement is 325413, and the size standard is 1,250 Personnel.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  This is a notice of intent to award a sole source contract for Bio Rad Laboratories Inc. supplies. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available.

The Fort Hood Health Contracting Branch, Medical Readiness Contracting Office - West intends to make a sole source award to Bio Rad Laboratories Inc., Hercules, California 94547-1803.
