NOTICE OF INTENT TO AWARD SOLE SOURCE

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to 4ES Corporation for to provide This activity aims to support the modernization and enhancement of newborn screening (NBS) systems through specialized genetic expertise, strategic communication, and technical assistance. The contract addresses the need for advanced clinical and technical capabilities in data interpretation, workflow optimization, and stakeholder engagement. The contract primarily requires a certified genetic counselor, with future options to include biochemical and molecular geneticists, to ensure comprehensive programmatic support. The goal is to improve the accuracy and timeliness of disease detection, facilitate knowledge transfer, and foster collaboration among diverse public health stakeholders. The capability of this award will far under SBA 8(a) Direct Award. This contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). See note below

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice shall be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to Peter Loree Contract Specialist at email zus0@cdc.gov by January 23, 2026 / 12:00PM.
