AI Summary
The FAA intends to contract with SIMCOM International Inc. for initial and recurrent pilot qualification training for the Mitsubishi MU-2. This training is essential for FAA inspectors and pilots to ensure operational safety in the National Airspace System. SIMCOM is the only source with the necessary FAA certifications and training programs, having successfully provided this service for the past three years.
In accordance with the FAA training requirements established by policy, AIR, and AFB-500; all training for FAA
Inspectors and/or pilots must be obtained within an approved training program as set forth in 14 CFR Parts 61,
91, 121, 135, 141 or 142 as applicable and pursuant to the PWS. SIMCOM International Inc. has been identified
as the only source capable of providing the required training with the appropriate FAA certifications to include the
only FAA-approved flight training device (FTD). This determination is the culmination of market analysis
conducted by the COR through the internet, previous procurement history and FAA resources such as the
national simulator program website.
As a part of the FAA’s mission, the agency is charged with ensuring all aircraft flown for whatever purpose are
initially certified and subsequently recertified for continued operational safety while operating in the National
Airspace System (NAS). In order to perform this function, the FAA must have inspectors and pilots trained and
certified (type-rated) for each aircraft flown or produced under the purview of the FAA’s charter. Without certified
inspectors and/or pilots, the FAA cannot meet its mission, which directly affects and impacts the overall NAS as
well as operators and manufacturers involved with all U.S. Aviation. This information is true for the owners and
operators of the MU-2. Without proper FAA approvals and certifications, this aircraft does not fly. It is therefore
paramount that the FAA obtains the proper training to ensure mission readiness for inspectors and pilots
required to certify this aircraft and the operators who fly it.
SIMCOM International Inc. has the only FAA-approved flight training device (FTD) and a FAA-approved training
program pursuant to 14 CFR 91.1709. As the incumbent under the current contract, SIMCOM International Inc.
has successfully performed this training over the past three years. Any other vendor who would claim the ability
to provide this training would have to subcontract with SIMCOM International for the use of their FTD, which
SIMCOM International Inc. has indicated it would not do.
