THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of Enforcement & Removal Operations (ERO), intends to negotiate an extension of contract 70CDCR20D00000011 with B.I. Incorporated, 6265 Gunbarrel Ave, Ste B, Boulder, Colorado, 80301, for the continued operation of the intensive supervision appearance program for one year to allow sufficient time to recompete for a long term contract. This anticipated contract action will be made under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Market research conducted by OAQ revealed that there is only one responsible source because the current contractor is uniquely positioned to maintain existing operations of the program without transitioning active program participants between contractor solutions. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 11:00 AM ET on June 9, 2025, by email to Nicholas.zdanuk@ice.dhs.gov; only communications via email will be considered. The subject line in the email shall state Response to Notice of Intent 70CDCR20D00000011. All information submitted should support the offerors capability to provide the supplies and services required and shall be furnished at no cost to the Government.
