    Description

    This is a Notice of Intent to extend a current contract in accordance with FAR 5.201. NASA/John F. Kennedy Space Center intends to extend the current indefinite delivery/indefinite quantity (IDIQ) contracts to J.P. Donovan Construction Co. Inc, Precision Fabricating and Cleaning Co. Inc., and EMF Inc., for services required for the fabrication, assembly, and test of Ground Support Equipment to include mechanical, electrical, and fluids hardware necessary to support ground systems processing of flight hardware. 

    NASA intends to execute this extension using Other Than Full and Open Competition procedures under 10 U.S.C. 3204(b)(B), as implemented by FAR 6.302‑1(a)(2)(iii). This authority supports the continued provision of highly specialized services essential for systems that directly support crewed Artemis missions. These systems are subject to human‑rating requirements, as outlined in NPR 8705.2C, “Human‑Rating Requirements for Space Systems.” Awarding follow‑on work to any source other than the incumbents would result in unacceptable delays, increased technical and schedule risk, and the potential for unsatisfactory performance, given the depth of specialized knowledge required.

    Currently, there are several critical hardware subsystems in work for Mobile Launcher 1. Any subsequent awards to a new contractor would introduce unacceptable risks and delays to mission schedules, as they may not possess the necessary skills/labor/experience to continue operations on complex systems contained within the ground support equipment. Extending the current IDIQ contracts will allow a seamless continuation of critical services. However, an on-ramp clause was included on each of the base contracts allowing the Government to add new awardees when appropriate. Should new qualified sources emerge, they may be invited to submit full proposals to compete for future task orders, preventing any undue competitive advantage for current holders.

    This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) nor does it restrict the Government as to its ultimate acquisition approach.  The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.

    Interested organizations may submit electronic capability statements demonstrating their ability to perform the effort to marinaandreea.zapata@nasa.gov no later than 3:00 PM EST on July 22, 2026. Responses will be evaluated solely to determine whether this acquisition can be conducted on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
