The requested increase to the ceiling capacity is a result of unforeseen increases in funding for Sustainment, Repair, and Modernization (SRM) projects, including barracks renovations, and numerous water main projects not originally planned for at the time of the MATOC IDIQ award. The unplanned increase in the SRM Annual Work Plan (AWP) requirements for Fiscal Years (FY) 2023, 2024, and 2025 accelerated the depletion of the available ceiling capacity and significantly increased the usage rate of the MATOC. The requested increase in ceiling capacity maintains the status quo of MATOC contractor support while MICC-Fort Drum conducts a follow-on MATOC competition.
