NOTICE OF INTENT TO SEDULOUS CONSULTING SERVICES, LLC FOR EMASS RMF TRAINING

This is a Notice of Intent (NOI) to Sole Source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 13.106-1(b)(1)(i) – Soliciting from a single source. Please see the attached Justification document.

This requirement is eMASS RFM Training. The requested delivery date for the training is 23 September 2025 or NLT 30 September 2025. The applicable NAICS code is 611430 – Professional and Management Development Training. The USMC Regional Contracting Office (RCO), Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico, VA, intends to award a sole source contract to Sedulous Consulting Services, LLC, 18300 Quantico Gateway DR STE 201 Triangle, Virginia 22172-1799, United States, United States.

The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(2), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
