No solicitation will be issued, and quotations will not be accepted. The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Department of Transfusion Medicine, intends to award a sole source contract to: American Association of Blood Banks Inc 4550 Montgomery Avenue, Suite 700N Bethesda, Maryland 20814-3264 The purpose of this acquisition is to cover annual accreditation fees for the Department of Transfusion Medicine’s accreditation assessments. Total costs will vary annually, as fees are determined by the number of accreditation types requested, the annual number of products manufactured, and the range of product types produced. Pricing listed at this time is a placeholder and will be updated upon receipt of the official invoice to reflect actual costs. Sole Source Justification The American Association of Blood Banks Inc is the only known organization authorized to assess compliance with its published standards. Accreditation through AABB is required for member organizations. Additionally, AABB provides inspection services required by HHS/CMS to obtain and maintain a certificate of compliance necessary to issue clinical test results. The Department of Transfusion Medicine’s TSL and TTV sections perform and report clinical diagnostic tests that must comply with CLIA regulatory requirements. This procurement is conducted in accordance with FAR Subpart 13.106-1(b)(1), Simplified Acquisition Procedures, which permits sole source awards when only one source is reasonably available due to unique requirements. Submission Instructions Interested vendors who believe they can provide equivalent accreditation and inspection services may submit a capability statement for consideration. The Government will review all submissions to determine whether a competitive acquisition is warranted. The decision to compete this requirement remains solely at the Government’s discretion.
