The Food and Drug Administration (FDA) intends to award a Firm-Fixed-Price Purchase Order to American National Standards Institute (ANSI).

In accordance with FAR Part 6.302-1, American National Standards Institute (ANSI) is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the required services.

• ANSI as the sole US member body to ISO with exclusive authority to coordinate US participation in international standards activities. The American National Standards Institute's unique position is codified in international agreements and ISO membership structure, where only ANSI can register the US as a participating member on ISO subcommittees, accredit US Technical Advisory Groups under ANSI International Procedures clause 2.5, and officially represent US interests in ISO activities. No alternative sources can be developed because government agencies cannot obtain ANSI accreditation for TAG administration, other standards organizations lack the legal authority to represent the US in ISO, and the international framework requires national standards body coordination rather than direct government or private entity participation. Therefore, no agency actions are planned to remove these barriers as they are fundamental to the international standards system structure, and any attempt to circumvent ANSI's role would result in loss of US participation and influence in critical food safety standards development affecting public health and international trade.

The Government intends to negotiate and solicit with only one source American National Standards Institute (ANSI), 1899 L ST NW 11th FLOOR, Washington, DC 20036-3804, USA for the purchase of Maintenance of a Technical Advisory Group for United States Representation under the authority of FAR (6.302-1). This is not a request for competitive quotes; however, any responsible offeror may submit a quote which will be given due consideration by the agency.

Any other firms desiring consideration must fully identify their interest in and capability to provide this service or submit a proposal within 10 days to the individual listed.

A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
