NOTICE OF INTENT TO SOLE SOURCE AWARD WATCH CARE SERVICES

The Mission Installation Contracting Command (MICC)-Fort Hood intends to procure Watch Care Services for United sTates Army Garission Religous Service Organization  on a sole-source basis for a commercial product, in accordance with Revolutionary Far Overhaul FAR 12.101-1.

The Government intends to award a firm-fixed-price contract to Morale Welfare & Recreation (MWR) Child Youth Service (CYS)  . The basis for this sole-source determination is that MWR CYS. Child youth services are an executive agency/source for childcare on Army Installations. CYS has confirmed that they can meet the needs of this requirement; therefore, they override any other applicable source and will be the sought after vendor for this requirement. No other commercial vendor can replicate MWR CYS level of integration and mandated oversight on a military installation.

The NAICS code for this procurement is 624410, All Other Miscellaneous Manufacturing, with a small business size standard of $9.5M

The Government requires CYS to provide one (1) Watch Care Coordinator and a scalable team of childcare providers to support religious services and events across Fort Hood. These services are essential for ensuring Soldiers and their families can participate in religious programming, as stated in the PWS, this function cannot be performed by Unit Ministry Teams (UMT), Department of the Army (DA) Civilians, or volunteers.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. No solicitation document is available. However, all responsible sources who believe they can meet the requirements may submit a capability statement which shall be considered by the agency. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
