NOTICE OF INTENT TO SOLE SOURCE - BOYERS LOCAL PHONE SERVICE

NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS.

This is a NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT in accordance with the Federal Acquisition Regulation (FAR), and the authority for this acquisition is set forth in the Federal Acquisition Regulation (FAR) 13.106-1(b) "Soliciting from a Single Source."  

The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of Centralized Acquisition Services (OCAS) intends to issue a single source award to CenturyLink Communications, LLC d/b/a Lumen Technologies Group to provide Boyers Local Phone Service for The U.S. Office of Personnel Management (OPM). The intent is to solicit, negotiate, and issue a Firm-Fixed Price Purchase Order award in accordance with 41 U.S.C.1901, FAR 13.106-1(b), and 13.106-3(b)(3)(i), where CenturyLink Communications, LLC is the only one source determined to be reasonably available for award. The estimated Period of Performance (PoP) is for a base period of one-year, with four one-year option periods.

CenturyLink Communications, LLC shall provide OPM with Plain Old Telephone Service (POTS) Lines to facilitate the use of fax machines within the facilities located in Boyers and East Butler, Pennsylvania. The contractor will be required to provide and maintain 23 POTS lines that‘s currently in use at the facilities. These POTS lines are vital to communicate and conduct business with OPM’s customers and partner agencies.

This proposed contract action for Boyers Local Phone Service, where CenturyLink Communications, LLC is the only contractor that can provide this service to the unique physical location of the RS Boyers office within the Iron Mountain National Underground Storage facility.

THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2.

However, interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals/quotation. No solicitation will be issued; therefore, all requests for solicitation will be considered non-responsive.  All interested parties must express their interest and capabilities in writing via e-mail by 1:00PM ET, Thursday, October 16, 2025 to Tyrone Dallas, Contracting Officer (CO), tyrone.dallas@gsa.gov. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
