NOTICE OF INTENT TO SOLE SOURCE - BRIDGE REFUSAL SERVICE FOR BONNEVILLE LOCK AND DAM

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions.”

The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole-source, firm-fixed-price service contract to Columbia River Disposal Inc. The incumbent contractor to previous award W9127N20P0061 The purpose of this acquisition is to award a 6-month bridge contract for

Refuse and Natural Debris Disposal of the Bonneville Lock and Dam.

The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.501(a)(1)(ii), Prepare sole source (including brand name) justifications using the format at 6.303-2, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C.1901 or the authority of 41 U.S.C. 1903

A SOLICITATION WILL NOT BE POSTED

The Government intends to proceed with this sole source action. The NAICS code is 562111 - Solid Waste Collection. The size standard as defined by the U.S. Small Business Administration is 47.0 M

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS

Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to supply the required services meeting the government’s need. If no affirmative written responses are received by 12:00 PM Pacific Time on 26 Nov 2025, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
