NOTICE OF INTENT TO SOLE SOURCE - CANDIDATE TESTING AND INTERVIEW PLATFORMS AND SERVICES

The Office of the Comptroller of the Currency (OCC), a bureau of the Department of the Treasury, intends to issue a sole source contract utilizing FAR 13.5 Simplified Procedure for Certain Commercial Items to Personnel Decisions Research Institutes, LLC (PDRI) for a canditate testing platform and on-site testing locations, virtual interview hosting and scoring platform, and related services (custom tests, custom scoring models, etc.).  The OCC requires nationwide testing locations for in-person proctored testing, an internet based testing platform for virtual proctored tests, a seamless interview platform that integrates with the testing platform,  web portal set-up and maintenance services, reasonable accomodations for tests, and the ability to swtich tests and provide custom tests.  PDRI has all of the required tools and platforms under a seamless system.

The initial period of performance for this requirement is estimated to be April 2026 through April 2027, with four one-year option periods.

This notice of intent is not a request for competitive quote; a solicitation document will not be issued. All information received by requested date with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon response to this notice is solely within the discretion of the OCC. Information received will be considered primarily for the purpose of determining whether to conduct a competitive procurement.
