NOTICE OF INTENT TO SOLE SOURCE CARR CREEK LAW ENFORCEMENT

Notice of Intent to Sole Source for Carr Creek Law Enforcement Patrols in compliance with FAR Subpart 13.106-1(b), this Notice is hereby published to inform of the following: The USACE Louisville District intends to award a sole source contract to Knott County Sheriff Office (KCSO).

The work to be done by KCSO under this Agreement shall consist of basic levels of patrol service, which vary from year to year depending on circumstances, The following USACE administered lands and waters within Knott County, which shall receive extra patrol services, include Dam Recreation Area, Tailwater Recreation Area, Spillway, Stilling Basin area, all Littcarr Recreation Areas, Marina Recreation Area, Littcarr campground and project office area. This contract provides for patrols per attached base year schedule. All patrols are planned to enhance visitor safety at USACE projects, to promote water safety, and to ensure compliance with all applicable laws.

The Government intends to negotiate solely with KCSO under the authority of FAR 13.106-1(b), Only One Source being reasonably available to meet the Government’s needs. Far Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, apply.

Please be advised the aforementioned information is anticipatory in nature and is not binding. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any responsible source believing that it can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis and must clearly show the firms ability to be responsive without compromising the quality, accuracy, and reliability of services provided. A determination by the Government not to compete the proposal contract based upon responses to this notice is solely within the discretion of the Government. All Correspondence in conjunction with this notice shall be submitted via e-mail only to the Government points of contact (POC) identified below by 10AM Eastern Time on 13 February 2026.
