NOTICE OF INTENT TO SOLE SOURCE CATERED MEALS

THIS IS NOT A REQUEST FOR QUOTE.  THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE SOLICITATION AND AWARD TO SARDI'S CATERING, INC FOR CATERED MEALS SUPPORTING THE MAKE DC SAFE AND BEAUTIFUL AND AMERICA 250 MISSIONS.

The United States Property and Fiscal Office for the District of Columbia (USPFO-DC), the Contracting Activity, intends to issue a solicitation and award a sole-source, firm-fixed-price contract for the DC Army National Guard, the Requiring Activity, to Sardi's Catering, Inc. 9204 Baltimore Ave, College Park, MD 20740-1316. (SAM Unique Entity ID: RBN1EFTYSXJ4; CAGE: 748X1).

Catered meals for Soldiers supporting Make DC Safe and Beautiful (MDCSAB) and America 250 (A250) missions. This sole source contract will provide catered meals from 15 MAY 2026 - 28 JUN 2026 as a bridge solution while a competitive purchase / task order is procured as the long-term solution for MDCSAB and America 250 catered meal requirements. The vendor must prepare meals in commercial kitchens that comply with the FDA Food Code, and all applicable local health regulations. Deliveries must occur daily, with flexibility to handle split disbursements to LSA Lincoln at Joint Base Anacostia-Bolling (JBAB) and the DC Armory within strict time windows. This requirement is for the procurement of catered meals to support District of Columbia National Guard (DCNG) operations in the National Capital Region (NCR). The requirement covers the period of 15 May through 28 June 2026 and includes an estimated total of 13,200 meals per day, estimated breakdown as 4,300 breakfast meals, 4,300 lunch meals, 4,300 dinner meals, and 300 midnight chow meals each day of service.

The Contracting Officer has determined that Sardi's Catering, Inc. has the capability and only the incumbent contractor can continue to provide these critical services without a break, thereby preventing the unacceptable delays and mission degradation described above while the follow-on contract is completed.

The authority for this sole source procurement will be Title 41 U.S.C. §1901(c)(3) and §1903(b)(3), as implemented by RFO FAR 12.102(b) and is utilized because this requirement is for the procurement of commercial services (catered meals) in direct support of an emergency operation by Executive Order. This will be awarded using simplied procedures in RFO FAR Part 12. Anticipated award date is 13 May 2026.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
