    Description

    The Centers for Disease Control and Prevention (CDC) intends to award a sole source Firm-Fixed-Price contract to the Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF), 6720-A Rockledge Drive, Bethesda, MD 20817, for Chronic Kidney Disease Epidemiology in the Military Health System.

    The proposed contract will provide continued support for CDC’s Chronic Kidney Disease (CKD) surveillance and epidemiology activities through access to and analysis of Military Health System (MHS) data. The contractor will support establishment and maintenance of an analytical database used to assess the epidemiology of CKD diagnosis, treatment, complications, and outcomes within the MHS. The effort includes epidemiologic analyses of CKD and end-stage kidney disease (ESKD), assessment of risk factors, evaluation of disease patterns among active-duty and non-active-duty populations, characterization of pediatric CKD, and investigation of rare causes of CKD.

    This contract action is being conducted pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

    HJF is the only known source with the requisite access, resources, and capabilities necessary to support this requirement without disruption. Award to another source would result in substantial duplication of cost and unacceptable delays to the Government.

    The anticipated period of performance is June 14, 2026 through June 13, 2030, consisting of a one-year base period and three one-year option periods.


    This notice of intent is not a request for competitive proposals; however, all capability statements, proposals, or quotations received within fifteen (15) calendar days after publication of this notice shall be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.

    All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

    Responses shall be submitted electronically to the assigned CDC Contract Specialist identified in the SAM.gov notice by the date and time specified in the posting.
