NOTICE OF INTENT TO SOLE SOURCE - COMCAST ETHERNET

The Consumer Product Safety Commission (CPSC) intends to award a sole source contract to Federal Supply Contract Holder Comcast Business Communications LLC, 1701 JFK Blvd, Philadelphia, PA 19103 for the renewal service of the existing COMCAST ethernet private line service to support the “last mile” requirement for CPSC and connectivity between 5 Research Place in Rockville, MD and CPSC headquarters in 4330 East West Hwy, Bethesda, MD. The COMCAST infrastructure is in place at both locations to support bandwidths to 10 Gigs. Additionally, the operation and maintenance for the WiFi infrastructure at the CPSC sample storage facility is dependent on the COMCAST service level agreement already in place.

The government believes Comcast Business Communications is the sole provider and owner of the last-mile ethernet private line and metro ethernet service used by CPSC.  Any other service provider would need to install the last-mile to both locations.  This is not a request for additional ethernet lines.  Comcast Business Communications is the only GSA Federal Supply Schedule Vendor capable of satisfying this requirement under the authority of FAR 8.405-6(a)(1)(B), only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive quotes; however, any firm that believes it can supply the service may give written notice to the Contract Specialist via email at ggrayson@cpsc.gov, by 3PM EST on August 11, 2026.  SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed email address, Attn: Greg Grayson, Contract Specialist.  NO TELEPHONE REQUESTS.  Responses will be evaluated:  however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.  If no responses are received, CPSC will proceed with negotiating a sole source award to Comcast Business Communications LLC
