NOTICE OF INTENT TO SOLE SOURCE E-WASTE RECYCLING SERVICES

This is a Special Notice of intent to provide notification that the Pacific Islands Regional Office and the Pacific Island Fisheries Science Center’s intent to procure e-Waste recycling services on a sole source basis from Pacific Commercial Services (PCS).  PCS is the sole vendor authorized by NOAA’s Personal Property Management Branch (PPMB) to provide e-Waste disposal services in the State of Hawaii, in full compliance with NOAA’s established disposal guidelines. The solicitation will be issued using the procedures set forth in FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. 

The Government intends to negotiate a firm-fixed-price purchase order.  The NAICS code for this procurement is 562111 with a corresponding size standard of $47 million.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE CONTRACTING OFFICER VIA EMAIL AT STEPHANIE.M.GARNETT@NOAA.GOV NO LATER THAN AUGUST 15, 2025. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
