NOTICE OF INTENT TO SOLE SOURCE - EGIS AND VCPS

The National Geospatial Intelligence Agency (NGA) intends to issue a sole source GSA task-order to Environmental Systems Research Institute, Inc. (ESRI), 380 New York Street, Redlands, CA, 92373, to establish an Enterprise Geographic Information System based Platform as a Service (eGIS PaaS) and maintain existing development and containerization of mission-specific capabilities associated with the Vector-Cartographic Production System (VCPS) that is specific to the ArcGIS suite. The anticipated period of performance of the task-order consists of 1 base of 12 months and four 12-month option years. The purpose of this task-order will allow NGA to acquire Professional Services (Labor) to acquire  eGIS PaaS to consolidate the individually provisioned GIS capabilities onto a single unified platform capable of hosting ESRI-based and non-ESRI-based software capabilities.

ESRI is the incumbent contractor providing T&M services to NGA under call orders: HM157524F0032 for VCPS and HM157524F0041 for the eGIS and Analysis Geographic Information System (AGIS) Support awarded by NGA under the IC BPA contract #DNI00118A0003. The statutory authority of this proposed procurement is 41 U.S.C. 152(3), as implemented by FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

THIS NOTICE OF INTENT TO SOLE SOURCE IS IN ACCORDANCE WITH FAR 5.2 AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may identify their interest and capabilities in this requirement. A decision by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for costs incurred by interested parties in responding to this notice.
