NOTICE OF INTENT TO SOLE SOURCE: ENVIRONMENTAL MANAGEMENT TRAINING COURSE

NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a commercial Sole Source contract to Haztrain Inc. (CAGE CODE: 0L5S4), 3460 Rockefeller Ct. Waldorf, MD 20602, United States, in accordance with FAR 12.201-1.

This requirement is for Environmental Management Course in support of USCG training and to continue with an established environmental education partnership between CECOS and USCG, Contractor will deliver two offerings of the US Coast Guard Environmental Management course.

The contractor will provide in person instruction during course, all course materials for up to 50 students each offering, all instructor travel/per diem, training venue, and equipment required to deliver course (projector, screen, etc). 

The proposed contract action is for a Sole Source Firm-Fixed-Price contract under FAR Part 12 Acquisition of Commercial Products and Commercial Services.

This Notice of Intent is not a request for competitive quotes or proposals and no solicitation or RFQ will be forthcoming.

Interested parties may identify their interest and submit a capability statement in response to this notice by 06 August 2026 at 11:00 a.m. PDT via e-mail to elisa.r.allison.civ@us.navy.mil. The information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to complete this proposed contract is entirely at the discretion of the Government.
