NOTICE OF INTENT TO SOLE SOURCE FOR BOAT LEASING TO SAFE BOATS INTERNATIONAL LLC

Pursuant to FAR 12.102(a) (FAR Class Deviation 25-21), the U.S. Secret Service (USSS) intends to award a sole source contract to Safe Boats International LLC, 8800 SW Barney White Rd, Bremerton, Washington 98312 for the for the acquisition of boat leasing and maintenance services.

The minimum specifications shall include:

• ACR RCL-100 LED Remote Control Searchlight, 220,000 CD, 12/24VDC
• Raymarine AIS-5000 Class A AIS Transponder
• Raymarine AXIOM2 PRO 12 RVM MFD
• Raymarine Quantum 2 Q24D CHIRP Radar
• Standard Horizon Quantum GX6000 VHF
• Raymarine i70s Instrument Display
• Raymarine AR200 Augmented Reality Module
• Stainless Steel Steering Wheel
• (2) SBI Universal Gun Locks Installed in Aft Cabin
• Weapons Mount Foundations - Level 1
  • Certification of Weapons Mount Foundations on Forward and Aft Tow post
• Anchor Kit 17'-25'
• Docking Kit for 17'-38' Hulls
• Offshore Safety Kit
• Telescoping Boat Hook
• Boatmaster Trailer
  • Aluminum 18,000lb GVW (15,000lb Net Cap), for SAFE 31 FC

The contractor shall also provide the following services:

• Inspect, Maintain, and Repair (if repair is found necessary) to factory standards per the Owner’s Manual
  • Regular scheduled maintenance per the owner’s manual
  • If a repair is found necessary, the contractor will submit a repair order/quote (to include a detailed cost estimate of parts, materials, labor etc.) to the USSS POC(s) prior to work being performed for approval
    • The repair order/quote must be approved prior to work being performed.
    • If repairs need to be done at the contractor site, this will be coordinated with the USSS POC.
  • All required services will be documented in a maintenance/repair order/quote and outlined to include the problem and possible cause and effect

   Additional Requirements:

• Maintenance will be scheduled by the USSS POC

• Contractor shall only provide items when requested by the Contracting Officer or POC(s) listed in Section 1.6

• The contractor assumes full liability for any property damage they cause during the performance of their services

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:00 AM EST on July 29, 2026. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee this requirement to become a competitive procurement. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government.
