NOTICE OF INTENT TO SOLE SOURCE FOR COMMERCIAL INTERNET AT C5ISC PORTSMOUTH

In accordance with FAR 5.2, this is a notification of a proposed sole-source contract action to Cox Virginia Telcom, L.L.C for 1GB speed commercial internet service for C5ISC Portsmouth via existing connection.

The US Coast Guard, C5I Service Center, intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to Cox Virginia Telcom, L.L.C located at 1341 Crossways Blvd, Chesapeake, VA, 23320.

This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Cox Virginia Telecom, LLC is the only source capable of providing the required components to U.S. Coast Guard.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. EDT (NOON) on 6 September 2025.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Avery Cole, at Avery.L.Cole@uscg.mil and the Contracting Officer, Brianna Riffle, at Brianna.Riffle@uscg.mil with solicitation number referenced in the subject line.
