NOTICE OF INTENT TO SOLE SOURCE FOR OPERABLE UNIT 4 INERT DISPOSAL AREA MAINTENANCE AT IOWA ARMY AMMUNITION PLANT, IOWA

Notice of Intent to Sole Source for Operable Unit 4 Inert Disposal Area Maintenance at Iowa Army Ammunition Plant, Iowa

USACE Louisville District intends to award a sole source out-of-scope modification to EnSafe Inc. under Task Order W912QR21F0314 for maintenance activities at Operable Unit (OU) 4 Inert Disposal Area (IDA) at Iowa Army Ammunition Plant (IAAP) in Iowa. The modification will address additional maintenance requirements including rip rap channel repairs, groundwater monitoring well repairs, survey marker repair and replacement, and floor drain installation and repair. These requirements were identified during routine inspections and the EPA RCRA Part B Permit five-year review associated with the IDA during FY24. This work is considered out-of-scope because it involves additional requirements and associated costs than what was originally scoped in the base task order.

This out-of-scope modification will be issued on a sole source basis. This notice of intent is not considered a request for quotations or competitive proposals. This is a written notice to inform the public of the Government's intent to proceed with a sole source modification to EnSafe Inc. under Task Order W912QR21F0314. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement.
