NOTICE OF INTENT TO SOLE SOURCE FOR TELECOMMUNICATION AND WIRELESS SERVICES FOR AKARNG - GCI COMMUNICATIONS

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO GCI COMMUNICATIONS FOR TELECOMMUNICATION SERVICES

Action:

This is a notice of intent to award a sole-source, Firm-Fixed-Price (FFP) contract to United Utilities Inc for comprehensive telecommunications services. This notice is prepared in accordance with Federal Acquisition Regulation (FAR) 5.203 and is not a request for competitive proposals. A determination has been made to procure this requirement without providing for full and open competition.

Justification for Sole-Source Award:

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

An approved Justification and Approval (J&A) document is on file. The basis for the sole-source determination is the rural location of the place of performance, where only one vendor, United Utilities Inc, possesses the existing infrastructure and capability to provide the required scope of services. No other provider has been identified that can meet the Government's minimum requirements without incurring substantial and unacceptable delays and duplication of cost to establish a new service infrastructure.

Requirement Summary:

The Government requires a contractor to provide a full suite of telecommunications and data services, including but not limited to:

-Voice Services
-Internet Services
-Video Services
-Business Support

Contract Structure:

The Government intends to award a Firm-Fixed-Price (FFP) contract with a period of performance consisting of an eight (8)  month base period and two (2) twelve (12) month option periods, to be exercised at the Governments discretion.
